OAG Strengthens Fight Against Fraud with Historic Launch of ‘MATRIX’

December 9, 2025

Majuro, Republic of the Marshall islands: The Office of the Auditor-General (OAG) represents a major milestone in public sector accountability with the upcoming launch of MATRIX, a state-of-the-art Case Management System (CMS) designed specifically for the OAG Investigation Division.

Scheduled to officially launch on December 11, 2025, MATRIX represents the first dedicated CMS in the history of the OAG. This acquisition signals a decisive shift toward modernization and digitization of investigative work within the RMI.

The implementation of the MATRIX is designed to streamline the complex workflows involved in government audits and fraud investigations. The system replaces manual processes with a secure, digital infrastructure that allows the OAG to:

  • Digitize Case Files: Moving investigation work from paper to a secure cloud/digital environment to ensure data integrity.
  • Enhance Collaboration: Improving how tasks are set, assigned, and tracked among the investigation team.
  • Improve Reporting: Generating accurate, real-time data to support high-level decision-making and transparency.
  • Accelerate Fraud Detection: Providing investigators with better tools to track irregularities and manage evidence.

To ensure a seamless transition, the OAG Investigation Division is currently undergoing intensive weekly training sessions led by the software developers. These sessions are equipping the team with the technical skills required to fully leverage that system’s capabilities immediately upon launch.

“The investment in the new case management system, Matrix (Investigation Tool), is a key step toward improving the efficiency of our investigative work. This tool is designed to serve as a centralized data management platform, automating tasks, streamlining workflows, and enabling investigators to organize evidence effectively. It also facilitates easy report generation and maintains a clear audit trail of all investigative activities, among other benefits, ultimately enhancing the overall effectiveness and efficiency of our investigations” said Mr. Junior Patrick, Auditor-General.

The official launch date for the MATRIX system will take place on December 11. This initiative underscores the OAG’s commitment to adopting international best practices in auditing and governance.
